User Templates in SBS 2003

Power User
To allow a staff member to change user passwords, group memberships, add users and computers, etc. without giving them full administrative rights, make them a power user.
Run the Change User Permissions wizard and apply the Power User template to this particular user and then they can log into the SBS via RDP and will only see the Power User Management Console
